This clip is commonly identified as Luigi's 'Yahoo!' from Mario Kart 64 on the Nintendo 64, released in 1996. Short character voice lines from Nintendo games spread widely through soundboards, meme edits and gaming videos because they are instantly readable even out of context. Luigi's upbeat delivery stayed popular because it fits quick success moments, light trolling and retro game nostalgia.
