Because the phrase is repeated, the clip lands harder than a single shout and instantly signals anger, rejection or mock hostility. Creators use it when they want a scene to feel suddenly tense, petty or melodramatic without needing a long setup.

The exact source of this clip is not confirmed from the available metadata, but it is widely treated online as an anime-style reaction sound. Its appeal comes from the repeated delivery of a simple phrase, which makes it easy to drop into short edits, fan videos and joke arguments. Sounds like this stay popular because they communicate rejection or exaggerated anger immediately, even without context. It fits the same kind of expressive anime reaction space as clips such as anime ahh, where the voice itself is the punchline.
