This sound comes from Nelson Muntz, the bully character in The Simpsons, whose mocking laugh became one of the show's most recognisable audio cues. The series began in 1989, and Nelson's “Ha ha!” spread far beyond TV through reaction clips, soundboards and short meme edits.
