Creators use it as a dramatic interruption when a scene suddenly turns chaotic, when someone spots trouble too late, or when a harmless moment is exaggerated into a full emergency for comic effect.

The line comes from Werner - Beinhart!, the 1990 German film based on the Werner comics. Online, the quote circulates in slightly different spellings, especially “Eckhard, die Russen kommen” and “Eckhard, die Russen sind da.” It spread beyond German-speaking audiences because the delivery is so dramatic that the joke works even without translation.
